What
is the time line and when does it apply to the competitive and
recreational game?
The program
comes into effect in the spring of 2003 or at the time of the
appointment of the Clubs competitive team staff for the
2003 outdoor season, and the program comes does not come into
effect until the spring of 2004 or at the time of the appointment
of the Clubs recreational coaches for the 2004 outdoor
season.
What
aspects of the program are policies versus guidelines?
The Volunteer
Screening Initiative has many areas that were only guidelines,
however those sections that are OSA policy are set out as follows:
I) The
Boundaries/ Limitations section of the Terms of Reference
for the various positions is policy.
II) The
Screening Measures section of the Terms of Reference for the
various positions is policy.
III) The
following Screening Measures apply to all Competitively registered
Team Staff:
The
Coach, Assistant Coach and Manager must complete a Club
Application form that includes all the particulars that
a Club requires plus
a) Three Personal References
b) a Police Records Check
The Head Coach must be interviewed by a Selection Committee
IV) The
following Screening Measures apply to all Recreational registered
Team Staff:
The Coach
must complete a Club Application Form that includes all the
particulars that a Club requires plus a) three personal references
Is
the Selection Committee process separate to the traditional
appointment process?
The Selection
Committee is made up of those who are normally involved i.e.,
those elected and those assigned the responsibility along with
technically qualified representative(s) such as a Club Head
Coach. The only change as per the new program is the inclusion
of someone with Human Resource experience who is able to focus
more on the screening issues. This does not preclude smaller
clubs from using a less formal appointment process as long as
the screening principles are employed.
Has
The OSA stated coaches cannot be involved in transporting players?
The Screening
Initiative does not recommend that staff travel alone with players.
The team staff should be encouraged to set up a parent transportation
pool so that the team staff is not left with that responsibility.
The safety of the player must be paramount and under no circumstances
should a team staff leave a player unattended, but the team
staff should use a buddy system when transporting and supervising
players.
How
does a Club handle irregularities on the Police Records Check
and how long should they last?
In the event
that a Police Records Check shows a concern, it should be given
to the Club President to assess, check out and to interpret
and then advise the selection committee thereafter.
Some Clubs
have taken a position that a new police record check is not
required as long as the coach continues in that position for
a three to five year period.
Can
coaching appointments be appealed?
It is preferred
that when an applicant is not accepted or not appointed due
to a concern on the Police Records Check, the applicant
be given the opportunity of a hearing or chance to appeal to
the Club preferably the President and his appointees, other
than the selection committee. However, the appointment of team
staff is the responsibility of the Club and appeals on appointments
will not be entertained.
Are
Clubs covered by Insurance?
Clubs are
encouraged to take out the Directors & Officers Liability
coverage available under The OSAs master policy. The appointment
of coaches is the responsibility of the Club and the Club is
required to adhere both to The OSA Screening Policies and the
Clubs appointment policy. Assuming these are followed
Clubs will be fully supported.
Is
there an issue with Human Rights?
There is
no issue with Human Rights unless someone received a full pardon
on a criminal conviction and the Club elected to ignore it,
in such instances, it would not likely show up on the Police
Records Check anyway.
